Moonlight white bings are a variant of White Peony (白牡丹) that the farmers from the lands of Yunnan applied to Pu'erh plants. These compressed leaves are composed of a high bud-to-leaf ratio. The processing ritual entails air drying of the tea without cooking.
The silver appearance of the buds among the darker leaves and drying outside overnight, presumably exposing it to the light of the moon, bestows the bings with the title "Moonlight White".
